La Ley 14/2007, de 3 de julio, de investigación biomédica, establece en su artículo 88 que el Sistema Nacional de Salud (en adelante SNS) colaborará con otras instituciones y organizaciones implicadas en la investigación para la utilización conjunta de infraestructuras científicas y el desarrollo de proyectos de investigación. A tal efecto, se promoverá la configuración de institutos de investigación biomédica en el seno de los centros del SNS mediante la asociación de grupos de investigación. En desarrollo de la previsión anterior, el Real Decreto 279/2016, de 24 de junio, sobre acreditación de institutos de investigación biomédica o sanitaria, establece los requisitos y la regulación del procedimiento para la acreditación de institutos de investigación biomédica o sanitaria en el ámbito del SNS. Los seis primeros Institutos de Investigación Sanitaria se acreditaron en el año 2009. A finales de 2010 ya eran diez los IIS acreditados. En 2011 se sumaron otros seis; dos más en 2012; otros cuatro en 2014; siete en 2015; en 2019 se incorporaron otros dos; en 2020 se sumó otro. En el período 2021 a 2022 se sumaron uno más por año. Actualmente, son 35 los IIS acreditados y se prevé que pueda ir incrementándose con la incorporación de aquellos institutos que reúnan los criterios necesarios, para seguir expandiendo el modelo de IIS.
