Report by the Spanish Bioethics Committee on universal access to the health system

Abstract

[EN] This report has been prepared in response to the request of 17 June 2024 from the State Secretary for Health of the Ministry of Health for information from the Spanish Bioethics Committee on the ethical aspects that must be taken into account in relation to universal coverage and universal access to the health system. After having received the request, the Committee prepared the report and approved it at a plenary meeting on 25 July 2024, pursuant to Article 78.1.a) of Act 14/2007 of 3 July 2007, on Biomedical Research, which stipulates that the functions of the Committee include issuing reports, proposals and recommendations for central and regional public authorities on matters with significant bioethical implications.[ES] El presente informe da respuesta a la consulta al Comité de Bioética de España de la Secretaría de Estado de Sanidad del Ministerio de Sanidad de 17 de junio de 2024 acerca de los aspectos éticos a tener en cuenta en relación con la cobertura universal y el acceso universal al sistema sanitario. Recibida la consulta, el Comité aprobó el siguiente informe en su reunión plenaria del día 25 de julio de 2024, conforme a lo dispuesto en el artículo 78.1.a) de la Ley 14/2007, de 3 de julio, de Investigación biomédica, que fija entre las funciones del Comité emitir informes, propuestas y recomendaciones para los poderes públicos de ámbito estatal y autonómico en asuntos con implicaciones bioéticas relevantes.
